Auto-filed by the /daily 2026-07-23 parked-candidate routing pass (Step C). Raised as a recursion-guard-parked prose follow-up on task #1627 (planner, plan v1 footer) — deliberately excluded from #1627's minimal edit, conditional on #1627 landing (it landed; #1627 is completed).

Add a single-flight statement to the /issue SKILL.md Step 9a-ter inline payload lint-gate recipe, pointing at the Step 9c 1b single-flight statement, so concurrent inline lint runs cannot race (the #1606 pattern at a distinct site).
